Tier 2 machines were added in Galacticraft 3 (strictly, the Electric Compressor was not added but was re-classified as a Tier 2 machine).

They receive a speed buff of typically between 25% and 33% when powered with Tier 2 energy, meaning that both the power source has to be Tier 2 and the cable network has to be fully made of Heavy Aluminum Wire.

The speed buff means the machine completes the same task in less time: for most types of Tier 2 Machine there is also, therefore, an energy saving when powered with Tier 2 energy (because the machine uses a fixed amount of energy per tick, but completes its task in fewer ticks).
