Oil canisters start out empty when they are first crafted. To fill the Empty Liquid Canister, have the canister in your inventory and use a Portable Oil Extractor to extract it.

Once filled, the Oil Canister can be used to fill the Refinery to create Fuel.

Depending on what other mods you have installed, you can also maybe fill an Empty Liquid Canister with oil by right-clicking it on a tank from another mod.
